Maricopa Board Defends IT Approach Amid Heap Criticism

Maricopa County Supervisor Thomas Galvin issued a statement addressing a recent legal filing by County Recorder Justin Heap. Galvin said the Board of Supervisors is responsible for ensuring the county’s elections system and IT infrastructure are secure and effective. He noted that any changes to the IT infrastructure require a well-planned approach to avoid delays, security risks, or disruptions in election services.

Galvin criticized Recorder Heap for what he called "blatant misrepresentations" in his press release regarding the filing. He stated that Heap claimed he was not consulted or notified prior to the engagement, even though Heap had requested an IT assessment during a January budget hearing. Galvin also said Heap was briefed and verbally agreed to the scope of the review during an April 11 meeting with Vice Chair Brophy McGee and Galvin, and that Heap attended the April 24 public hearing where the plan was shared.

The Board of Supervisors has stated its intention to hire an independent, third-party vendor to perform a review of the elections IT systems.
